Anyone who is liable to pay council tax can apply for council tax benefit. If you are on a low wage and have savings or capital below £16,000, you may be entitled to a reduction in your council tax. The amount of benefit that may be awarded varies depending on your circumstances.
Second adult rebate
Even if you do not qualify for council tax benefit in your own right, you may be entitled to claim a second adult rebate for other adults (not including a partner) living with you, as long as they do not pay you rent and are on a low income. Although second adult rebate is for other adults in the property, the person responsible for paying the council tax must make the claim.
