Gypsy and Traveller sites Local Plan (GTSLP)

We are currently preparing a single-issue Local Plan with the aim of allocating a site or sites to meet the local accommodation needs of Gypsy and Traveller communities within the borough.


The Housing Act 2004 requires local authorities to assess the need for Gypsy and Traveller accommodation. Local authorities must then develop a strategy which addresses any identified need through public or private provision.  

The London Plan, Policy 3.8 (Housing Choice), calls on boroughs to work with the Mayor of London and local communities to identify the range of needs likely to arise within their areas.

The Lewisham Core Strategy, Policy 2, envisages that Gypsy and Traveller sites will be identified through the Sites Allocation Local Plan (SALP). However, it did not prove possible to include a site within the SALP, so we decided to identify a site through the Gypsy and Traveller Site Local Plan (GTSLP).

We previously consulted on a Regulation 18 document for a GTSLP in March 2013. However other priorities meant that things did not progress as planned and preparation on the GTSLP halted.  

In June 2015 we published the Lewisham Gypsy and Traveller Accommodation Needs Assessment (GTANA).

We have revised the GTANA to take account of the new definition of Gypsies and Travellers for planning policy purposes.
