The Blue Badge Scheme is for people with permanent and severe walking disabilities and blind people.
It allows you to:
- park your vehicles near to your required destination to get to work
- fulfil your domestic responsibilities
- enjoy leisure and other pursuits.
Who is eligible?
People with severe walking difficulties who travel either as drivers or passengers. The Scheme also applies to registered blind people, and people with very severe upper limb disabilities who regularly drive a vehicle but cannot turn a steering wheel by hand.
How to access the service
You can apply online by completing the Blue Badge Application Form or in person at AccessPoint providing that you have the required documents available. You can also request an application form by phone or post.
There is disabled access for personal callers at both of our AccessPoints.
Disabled parking is available at AccessPoint Catford, by arrangement.
Parking restrictions for Blue Badge holders
Blue badge holders are permitted to park on pay and display bays for unlimited time, with no charge.
This also applies for joint or triple bays where pay and display is permitted in addition to permit holders. Blue badge holders should not, however, park on any other type of permit holder bays unless they also display the relevant resident or business permit.
Blue badge holders can also park on single or double yellow lines for up to three hours providing that they are not causing an obstruction (either physically or due to impaired sight lines) but not:
- where loading/unloading is prohibited
- on school 'keep clear' markings
- on 'zig-zag' markings on either side of pedestrian crossings
- on suspended parking bays
- where temporary restrictions are in place as indicated by 'no waiting' cones or similar devices
- on residents parking bays
- on bays reserved for defined uses, e.g. taxi ranks or motorcycle bays
- on a pavement, unless this is indicated as being permitted at a particular location.
In town centres and other sites of attraction disabled bays are provided where possible where the use of the Blue Badge scheme may not address all the parking needs of disabled people.

While the scheme applies to most parts of England, Scotland and Wales different parking restrictions may apply in the City of London, Westminster, Kensington and Chelsea and part of Camden.
