Paying penalty charge notices

The Council contracts its parking enforcement, which is currently provided by National Car Parks (NCP).

The team aims to handle all enquiries in a courteous and helpful manner.

How to access the service

Paying your penalty charge notice online

You can pay your penalty charge notice online by following the link on the right of this page.

Paying your penalty charge notice over the phone

If you wish to pay over the telephone please call NCP using the contact details at the bottom of this page.

You will need to have your PCN number (eg LM *********) and your vehicle registration number to make payment.

You can pay by Mastercard, Visa or Switch. We are unable to take payment by American Express, Electron or Solo cards.

Paying your penalty charge notice by post

You can make a payment by 'crossed' cheque or postal order made payable to the London Borough of Lewisham. Please write the penalty charge notice number and your address on the reverse of the cheque.

Cash should not be sent unless by registered post.

A receipt will not be sent unless a stamped, addressed envelope is provided.

Frequently asked questions

What is a penalty charge notice?

If a vehicle has parked in breach of a parking regulation either on the public highway or in one of the Council’s public car parks it will be issued with a penalty charge notice (PCN).

Why have I been issued with a Penalty Charge Notice?

A Penalty Charge Notice (PCN) has been issued to your vehicle because it was parked in contravention of the parking regulations, for example:

  • parked on a yellow line during restricted times
  • not displaying a valid ticket or permit
  • displaying a ticket/permit which has expired
  • exceeding the maximum period of stay
  • parked on the footway
  • not parking wholly in a bay
  • parking in a bay when it has been suspended.

Who issues parking penalty notices on the Red Routes?

Parking penalties on the Red Routes are issued by the Metropolitan Police Traffic Warden Service, and not by the Council.

How much do I pay?

The amount you have to pay is clearly stated on the penalty charge notice.

Can I appeal against a penalty charge notice?

If you believe that the PCN was incorrectly issued you must write to the address on the PCN immediately.

If payment is not received within the 14 day discounted period you will be liable for the full amount of the PCN.

If you do not pay within 28 days then a Notice to Owner will be sent to the registered keeper of the vehicle. This gives you a further opportunity to either pay the PCN or to make formal representations to the Council objecting to the Notice.
