Steve Bullock, Mayor of Lewisham, said: I have kept my pledge to limit council tax rises to 2.5% while setting a budget that can work for Lewisham and its residents.
"I am confident that this is a budget with which we can make real progress and improve efficiency.
"We should not forget the massive capital programmes to create decent homes and build new schools, which will undoubtedly improve the quality of life for many residents."
The council faced real challenges in balancing the budget this year due to the fast-rising cost of some services. This particularly affected the area of adult social care, even though an extra £2million will be invested in service provision.
An extra £½million of council funding will be spent to support non-vocational adult education services as a consequence of the loss of funding from the Learning and Skills Council.
Investment in the borough's amenities will continue, with projects including increasing the number of parks with Green Flag status, improving the facilities at Wavelengths Pool and renovating Forest Hill Pools.
The council is investing in young people, with free summer swims and support for those not in education, employment or training. These measures expand the range of positive opportunities available for young people.
Residents will also begin to see the results of the council attracting hundreds of millions of pounds of external investment through Decent Homes and Building Schools for the Future.
Details of this year's budget
Adult Social Care
£1.566million of savings were agreed on 1 March. Further savings proposals will be subject to consultation with users.
Even if the further savings were agreed, no services would be withdrawn without a full assessment of needs taking place.
Council Tax
A breakdown of the different elements of the council tax can be found on page 3 of the budget report. Lewisham's element has gone up by 2.5%, or £24.19 on a Band D property, and the GLA element has risen by 5.3%, or £15.27 on a Band D property. Including the GLA precept, the overall rise in council tax is 3.14%.
Adult Education
Adult Education courses are part-funded by the Learning and Skills Council. With a greater emphasis on courses that lead to qualifications, the LSC is reducing the funding for non-vocational courses. Lewisham Council has agreed an investment of £½million to mitigate the effect of this reduction.
