The Council runs a specifically targeted programme for young people aged eight to nineteen years old who have been identified as being at risk of social exclusion or being a victim or perpetrator of crime.
The programme is known as Positive Activities for Young People (PAYP).
About Positive Activities for Young People
Young people who are enrolled in PAYP can participate in activities during school holidays, can access mainstream activities throughout the year and engage in learning and employment.

The PAYP programme is designed to give young people a chance to make the most of their talents, skills and abilities thereby giving them a chance to reach their full potential.
We deliver a wide range of diversionary and developmental activities including sport, arts, music, educational, recreational and outdoor activities.
Key workers
PAYP also provides support through key workers to young people most at risk of social exclusion, truancy, anti-social behaviour, or involvement in crime.
Key workers can help to address and deal with issues that hamper development, and can organise activities to promote learning and personal development.
By establishing good, positive one-to-one relationships key workers aim to encourage every young person on the programme to return to education, training or employment.
Who is eligible for PAYP?
Young people can be referred to the PAYP programme by professionals such as social workers or youth workers. The programme is specifically targeted to meet the needs of young people who:
- are looked after
- are leaving care
- are not in education, employment or training
- are young offenders
- have special educational needs.
After referral, the young person meets with one of our personal advisors. Our advisor will carry out an assessment and will offer ongoing support.
All our young people are referred to current activities by an advisor.
