Models of care

Document setting out Models of Care, a national framework that aims to guide the development of drug
treatment services so that they are delivered in a consistent and equitable manner.

This framework divides services into four levels or tiers:

• tier one services are those who work with a wide range of clients including drug and alcohol misusers but their prime purpose is not drug or alcohol treatment
• tier two services are specialist drug and alcohol services that offer easy access to substance misusers
• tier three services are specialist services that offer a range of structured programmes
• tier four services are residential services that provide for individuals with a high level of need, including residential facilities.
