Resident involvement

The management of Lewisham Council homes is split between:

  • Lewisham Homes - Borough wide Arms Length Management Organisation
  • Regenta B3 - Private Finance Initiative in Brockley
  • Dunlop Haywards - Housing management contract in Central Lewisham

Under the Residents’ Charter each housing management provider has developed its own local resident participation structure. These ultimately feed into the Joint Partnership Board, which is the mechanism by which tenants and leaseholders can meet to discuss strategic housing issues with the Council and its partners.

The Residents’ Charter aims to make involvement inclusive and flexible by providing residents with a variety of options and levels of engagement. All the housing management providers are required to provide and promote a range of opportunities for tenants and leaseholders to comment on the services delivered by the providers in order to maximise resident involvement and feedback.

Tenant management organisations

Lewisham Council supports the promotion and development of tenant management organisations (TMO's) where there is interest from tenants and residents.

The Housing (Right to Manage) Regulations 1994 allow residents to take over the management of their homes from the local authority. The TMO can choose the management functions it wishes to assume (e.g. arranging repairs, collecting the rent, and managing the caretaking service, for example).

It negotiates a legally binding agreement with the Council, clearly stating the division of responsibilities. In return, the TMO receives management and maintenance allowances for the services they provide. Any surplus accrued through efficient management can be used for the benefit of the TMO.

Anyone living in a TMO's area can be a member, and the members elect a management committee to take day-to-day decisions on their behalf. Paid staff are employed to carry out most of the routine work of running the TMO.

The management committee receives full training to enable its members to take control of their estate or area with competence and confidence.

There are currently three TMO's in Lewisham:

  • Ewart Road Housing Co-operative Ltd - 253 homes in Forest Hill
  • Five Ways TMC Ltd - 204 homes on Milton Court Estate
  • Excalibur TMC Ltd - 174 homes in Catford,

Who is eligible

Council tenants, leaseholders where Lewisham Council is the freeholder and residents living in hostels or other temporary accommodation managed by the Council or its partners or contractors.
